Courts should integrate evidence-based substance abuse treatment, random drug testing, equitable sanctions and incentives, and transitional services in judicially-supervised court settings with jurisdiction over offenders to reduce recidivism, substance abuse, and prevent overdoses. Funding to support graduate-level education for students in medical, physician assistant, nurse practitioner, and other eligible advanced practice nursing programs with a focus on treating opioid use disorders and prescribing medications for opioid use disorder in office-based settings upon graduation.
