The Great Lakes Environmental Justice Thriving Communities Grantmaking Program (EPA Region 5)
The Great Lakes TCGM Partnership will provide funding and technical assistance for environmental justice projects in disadvantaged communities in EPA Region 5. Disadvantaged communities are defined as areas where multiple factors, including both environmental and socioeconomic stressors, may act cumulatively to affect health and the environment and contribute to persistent environmental health disparities.
There are 3 types of grants.
- Tier 1: Assessment and Engagement - Applicants in Tier 1 should have an identified environmental justice issue and a community of focus, but they are not expected to propose an intervention or solution to the issue.
- Tier 2: Planning - Applicants in Tier 2 should have an identified environmental justice issue and a community of focus, and they should be working with that community to lay the groundwork for an intervention and/or to involve and mobilize the community.
- Tier 3: Development - Applicants in Tier 3 should have an identified environmental justice issue and a community of focus, and have clearly defined implementation steps for an intervention that will impact the environmental justice issue.
Eligible applicants:
- Tribal governments (both federally and state-recognized) and intertribal consortia
- Native American and Indigenous organizations, including groups, cooperatives, nonprofit corporations, partnerships, and associations that have the authority to enter into legally binding agreements
- Community-based and grassroots nonprofit organizations
- Philanthropic and civic organizations with 501(c)(3) nonprofit nonprofit status
- Local governments including cities, towns, municipalities, counties, public housing authorities, and councils of government
- Institutions of higher education, including private, public, and community colleges and universities
Priority will be given to:
- Federally recognized tribes
- Native American, Indigenous, and community-based nonprofits or fiscally sponsored projects with budgets under $5 million
- Communities or municipalities that have received federal or state disaster declarations in the past 5 years
- Communities with populations under 10,000
Tier 1: Assessment
- Award ceiling: $150,000
- Project period: 1 year
Tier 2: Planning
- Award ceiling: $250,000
- Project period: Up to 2 years
Tier 3: Development
- Award ceiling: $350,000
- Project period: 2 years
The program also intends to pilot $75,000 non-competitive fixed amount awards for severely capacity-constrained organizations.
