Purpose

USDA Rural Development awards grants to eligible nonprofit organizations and public housing authorities (PHAs) to provide technical assistance (TA) and other services to enable affordable housing preservation through the transfer of Multifamily Housing Direct Loan properties from current owners to nonprofits or PHAs.

Eligible uses of funds include:

  • Technical assistance and other consultation, advisory and non-construction services required as part of the application process
  • Soft costs including financial analysis and transaction structuring analysis, and completion of other transaction details such as Capital Needs Assessments (CNAs), appraisals, and market surveys
Eligibility

Eligible grantees include:

  • Public and private organizations
  • Nonprofit organizations
  • Public Housing Authorities (PHAs)
  • Tribal housing nonprofits
  • Tribally-Designated Housing Entities (TDHEs)

Award ceiling: $750,000
Award floor: $100,000
Project period: 24 months with an extension up to an additional 12 months at the Agency's discretion

Application process

To initiate the application process, the applicant must send an email message by 12:00 p.m. Eastern on November 13, 2024 to the RHS Production and Preservation Division at NPTA.RFP@usda.gov. Completed applications must be submitted by 12:00 p.m. Eastern on November 18, 2024.
