The Continuum of Care (CoC) Builds Program will offer funding to address and reduce the number of persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation.
Program goals:
- Increase housing opportunities for people with high risk of levels of need
- Increase the supply of permanent supportive housing units within CoC geographic areas to address individuals and families experiencing homelessness where one member of the household has a disability
- Encourage coordination between housing providers, healthcare organizations, and social service providers
- Ensure access to resources for projects to expand opportunities for new PSH units in states with populations less than 2.5 million
- Ensure new PSH units are conveniently located near local services, transportation, healthcare, and telehealth
- Affirmatively further fair housing by addressing barriers which perpetuate segregation, hinder access to areas of opportunity for protected class groups, and concentrate affordable housing in under-resourced areas
Additional goals and objectives:
- Support underserved communities, including rural and tribal areas
- Reduce homelessness
- Ensure access to and increase the production/supply of affordable housing
- Advance sustainable communities
- Strengthen environmental justice
- Integrate health and housing
Eligible applicants include tribes, tribally designated housing entities, and Community of Care Collaboratives.

Award floor: $1,000,000
Project period: 24-60 months

$175,000,000
Up to 3 awards are set aside for the highest scoring project applications where the PSH units are located on tribal reservations or trust lands.
