Purpose

The Governor's Office of Emergency Services will provide funding for physical facility and digital security enhancements to practitioners providing reproductive healthcare services throughout California that may be the target of violence and vandalism.

Allowable activities:

  • Planning
    • Development and enhancement of security plans and protocols
    • Emergency contingency plans
    • Evacuation/shelter-in-place plans
    • Continuity of operations plans
  • Contracted security personnel
  • Digital security enhancements and protections
  • Equipment
    • Physical security enhancement equipment, such as surveillance, reinforced doors and gates, bullet-proof windows, and high-intensity lighting and alarms
    • Integration of alarm systems with data systems to protect patient records in the event of fire, flood, or vandalism
    • Enclosed or covered walkways, entry canopies, or other enhancements that ensure patient privacy
    • Inspection, screening systems, and access control
  • Security related training costs

Priority is given to practitioners serving socially vulnerable populations that include:

  • Rural areas
  • Areas with a lack of access to reproductive healthcare services
  • People who have low income
  • Limited English proficiency
  • Immigrants
  • LGBTQ+
  • People with disabilities
Eligibility

Eligible applicants are currently licensed healthcare practitioners who provide abortion-related services, referrals to abortion-related services, and reproductive health services in California.

Applicants may include:

  • Businesses
  • Nonprofit organizations
  • Tribal governments
  • Other legal entities providing services in the state
