Purpose

The Rural Emergency Communications Operational Rapid Assistance Package (O-RAP) program provides technical assistance to rural communities to help examine barriers and identify solutions to enhance existing emergency communications infrastructure to improve the delivery of rural emergency medical services.

O-RAP assistance packages include the following components:

  1. Rapid Assessment - Site visit identify immediate needs associated with emergency communications for rural EMS
  2. Policies, plans, procedures - Provide tools (plans, policies, and procedures) to immediately address the identified needs
  3. Training - Train jurisdictions and communities on using the tools designed to address gaps
  4. Excercise - Apply, test, and evaluate the tools provided via tabletop or functional exercises
Eligibility

County, local, and tribal public safety agencies in rural communities in all U.S. states and territories are eligible to receive assistance.
