Purpose

HUD will offer capital advance funding for the development of permanent supportive rental housing. Housing must be for very-low-income persons with disabilities who are between 18-62 years of age at entry. Projects from rural and tribal areas are encouraged. Through this program, HUD seeks to help property sponsors and owners offer very low-income persons with disabilities housing options that provide meaningful choices about housing, healthcare, and long-term services and support.

The 811 Program funds innovative Section 811 permanent supportive housing models that will be at the forefront of design, service delivery and efficient use of federal resources. HUD expects successful applications to demonstrate best practices and/or innovation in both physical design and supportive services that promote the long-term housing security and facilitate community integration of persons with disabilities.

Program goals:

  • Expand the supply of integrated affordable housing for persons with disabilities that results in residents achieving independent living in the community
  • Innovative permanent supportive housing models for persons with disabilities that will be at the forefront of design, enhanced accessibility features, visitability, and universal design to ensure program sustainability and continuity for at least 40 years
  • Provide supportive housing to persons with disabilities with links to voluntary and flexible person-centered supports and community-based services that are designed to foster and sustain housing stability

Eligibility

Eligible applicants include:

  • Sponsors and co-sponsors that are private nonprofit organizations that have 501(c)(3) tax-exempt status (other than institutions of higher education)
  • For-profit limited partnerships of which a private nonprofit organization is the sole general partner
  • Faith-based organizations

Awards will not exceed the development cost limits by project size and type (condominium, group home, or integrated housing). Cost limits are listed in Chapter 1 of the Section 811 Supportive Housing for Persons with Disabilities Handbook (4571.2)
