Illinois Reproductive Health Facilities Capital Grant Program

The Illinois Department of Commerce and Economic Opportunity is offering capital grants to support reproductive healthcare facilities in Illinois that are experiencing increased demand for their services. Priority will be given to projects that are located in rural or underserved areas, that provide a range of pregnancy-related medical services, and that address an unmet need for additional capacity and/or patient and staff safety and security.
Projects may include:
- New construction, renovation, and major repairs that facilitate expansion or continuation of pregnancy-related medical services
- Investment in new or upgraded equipment that improve care quality or facility capacity, including medical devices or vehicles for mobile care units
- Investment to upgrade or enhance security
Eligible expenses include:
- Architectural planning and engineering design
- Land and building acquisition
- Costs related to site selection, preparation, and improvement
- Utility work
- New construction of buildings and structures
- Reconstruction or improvement of existing buildings or structures
- Purchase of automobiles or trucks for provision of mobile healthcare services
- Original furnishings and durable equipment, including scientific instruments and apparatuses with a long useful life
Eligible applicants include nonprofit and for-profit clinics in Illinois that are providing or planning to provide pregnancy-related services in a clinical setting.
Existing facilities must have healthcare employees, volunteers, or agents who are licensed healthcare professionals.
Facilities must provide or plan to provide abortion care, as defined in the Illinois Reproductive Health Act, as well as one or more of the following pregnancy-related services:
- Contraception and contraceptive counseling
- Pregnancy testing
- Pregnancy diagnosis
- Pregnancy options counseling
- Obstetric ultrasound/sonogram
- Sexually transmitted infections testing
- Prenatal care
Award ceiling: $500,000
Award floor: $50,000
Project period: 1-2 years
Estimated number of awards: 15-30
Estimated total program funding:
$5,000,000
A 15% total project cash match is required.
