Purpose

The Minnesota Small Cities Development Program (SCDP) provides grants to helps cities with fewer than 50,000 residents and counties with fewer than 200,000 with funding for housing, public infrastructure, and commercial rehabilitation projects.

Projects must meet at least one of three objectives:

  • Benefit people of low and moderate incomes
  • Eliminate slum and blight conditions
  • Eliminate an urgent threat to public health or safety
Eligibility

Eligible applicants include units of local government - cities with a population under 50,000 and counties with a population under 200,000. Cities must not participate in a county's Community Development Block Grant (CDBG) entitlement program.

Amount of funding

The maximum grant award for a single purpose project is $600,000. The maximum grant award for a comprehensive project is $1.4 million.

Submit a preliminary proposal by November 27, 2024. Selected applicants will be invited to submit a full proposal, with a deadline of April 16, 2025.
