Primary Care Development Corporation Financing and Technical Assistance
Primary Care Development Corporation (PCDC) is a Community Development Financial Institution (CDFI) that provides loan products, training, resources, and technical assistance/business development services for healthcare providers in under-resourced communities with the goal of transforming and expanding primary care. Rural providers are encouraged to apply.
PCDC has invested in:
- Service expansion, such as construction of new sites, renovation of existing sites, business acquisition, and site acquisition
- Capacity expansion to integrate new or existing medical, dental, and/or behavioral health services and provide for care coordination
- Specialized service expansion in the areas of women's health, HIV/AIDS treatment and prevention, physical/occupational therapy, expanded medical specialties within the primary care setting, and in-house pharmacies
- Community needs expansion, including construction of demonstration kitchens, gyms, walking tracks, classrooms, learning centers, and community meeting rooms
- Other care delivery enhancements, such as electronic health records installation, high-end equipment acquisition, and the establishment of alternative delivery methods, like mobile service delivery and telehealth
Types of financing include:
- Pre-development financing to support site acquisition, project planning, and development
- Bridge financing to complete projects that have received foundation grants and/or fundraising campaign pledges
- Construction financing
- Short-term loans
- Permanent financing, including recapitalization and term financing
- New Markets Tax Credits
- Provider recruitment and retention loans
- Transformation loans to support new service delivery and/or payment models

- Resource library
Recipients of PCDC services include:
- Federally Qualified Health Centers (FQHCs) and other community health centers
- Behavioral health institutions including mental health centers and substance use treatment facilities
- AIDS Service Organizations (ASOs)
- Program of All-Inclusive Care for the Elderly (PACE) programs
- Safety net hospitals including ambulatory care and outpatient centers
